Avocet BOD Minutes from
April 1, 2002
The meeting was called to order at 7:05 p.m. The minutes from the March
2002 meeting were approved and posted on the Avocet website. Those in
attendance were: Andrew Goodspeed, Nick Carter, Sarb Khalsa and Lisa
Wells.
Comments from the floor were heard including questions about parking
vehicles in the streets, garbage cans not stored in the garage and residents
curbing their dogs. It was decided that Bruce Hayworth, from Today American,
would send out a reminder letter asking residents to handle these issues.
The following items were approved:
- The ACC has been requested to revise the guidelines using county
ordinances and to be consistent with county ordinances as a minimum
standard, especially with regard to fences on corner lots.
- Approval of $220 requested by the Kids Club Committee for the Avocet
Egg Hunt.
- Approval of $2,020.65 requested by the Sports Committee for the
addition of a bottom rail to the fences around the tennis courts.
The following residents were recognized as nominees for a replacement for
Cris Townsend as Secretary/Treasurer through the remainder of her term:
- Sarb Khalsa (Co-secretary)
- Lisa Wells (Co-secretary)
- Jim Seigler (Treasurer)
The number of Directors was then expanded to five and the nominees were
appointed.
Avocet’s unfinished business was discussed and the long-term capital
requirements are in good order with $65,000 currently on the books and $30,000
set aside for a reserve.
Clubhouse improvements discussed were new lighting and new kitchen
flooring. It was decided that the lighting is sufficient, and the need for new
kitchen flooring would be looked into.
The Sports Committee and BOD are handling the issue regarding the locks for
the tennis courts. As of this meeting there has been no resolution.
We were advised that George Nowack is now Avocet’s general counsel with the
departure of Matt Welch. Ashley Miller, who works with George, is helpful in
answering questions.
The question on whether or not to continue to amend the Covenants was
discussed, and the option of amending the by-laws independent of the Covenants
was also discussed. It is necessary to compare a listing of the proposed
by-laws to the existing by-laws in order to understand how the by-laws could
then be improved. If those by-laws were amended, it would take a quorum of 22
residents to pass those by-laws.
The following Committee reports were reviewed and discussed:
Sports Committee: seeing to the bottom rail on fences and investigating
repairs to cracks in courts and falling away of lower courts. One net has been
replaced at the cost of $160 dollars. There was also a question of a Ping Pong
table for the pool area.
Pool Committee: preparation for opening, resurfacing and the pool opening
party. Jim Seigler was absent from this meeting and unable to answer
questions. The question of when the pool would be open arose at this
time. There was a proposal of the pool to open in mid-May as opposed to
Memorial Day Weekend.
Finance Committee: Bob Elliott would like to hand off this position to
another resident.
Information Committee: the documents were transcribed and are on the
website and Wayne Foreman is looking into revamping the website and finding a
new website provider. The issues of a survey card and annual directory were
not discussed.
Architecture Committee: Karen Elliott is chairing this committee.
Kids Committee: The Spring Egg Hunt took place on April 1st.
Landscape Committee: The one person on the committee is moving from the
neighborhood, and the search for a replacement was discussed.
Security: Barry Sharp is chairing this committee. Christopher Williams is
our new police liaison officer.
Social Committee: Bernadette Seigler is chairing this committee. Nick
Carter will contact her regarding the pool opening party.
Covenants Committee: Carrie Meersman, committee chair, reported that the
covenants are in “a holding pattern.”
New business discussed:
Jim Radcliffe and Joe Bettez, former Avocet residents, sent an email to Today
American and the Avocet BOD asking for a settlement and threatening a lawsuit
for “being forced to move out of Avocet.” The letter and issue were handed
over to George Nowack, Avocet’s general counsel.
The association involvement in county ordinance violations occurring in Avocet was discussed. Three particular areas/ordinances were addressed: junk vehicles parked on the property, outside storage of merchandise and personal goods (in view of the general population, i.e. front door area) and fencing issues on corner lots. It was decided that the BOD or association would not bring these items to the county’s attention.
Repairs to the clubhouse ceiling, from water damage, were viewed and discussed.
